MNHC works toward conformance with WCAG 2.1 Level AA as required by the U.S. Department of Health and Human Services Section 504 final rule (45 CFR Part 84, Subpart H — “Discrimination on the Basis of Disability in Programs and Activities Receiving Federal Financial Assistance,” 89 Fed. Reg. 40065, May 9, 2024) and as expected by Title III of the Americans with Disabilities Act (42 U.S.C. §12181 et seq.) and the California Unruh Civil Rights Act (Cal. Civ. Code §51 et seq.). Compliance with the HHS Section 504 web rule was required by May 11, 2026 for entities with 15 or more employees.
This website aims to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. WCAG defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA. Mission Neighborhood Health Center is substantially conformant with WCAG 2.1 Level AA for the HTML pages of this website. Some content — particularly archival PDF documents — does not yet fully conform, and we are actively working to remediate or replace it. See the audit summary below for the most recent test results, and the “PDFs and downloadable documents” section for our handling of files that may not be fully accessible.
We test this site with a combination of automated tools (axe DevTools, Lighthouse, WAVE), manual keyboard navigation, and screen-reader smoke tests using NVDA, JAWS, and VoiceOver across our highest-traffic routes. The most recent audit summary, including which routes were tested, what was found, and which items remain in the remediation backlog, is available below.
This website hosts a number of PDF documents — patient notices, the Notice of Privacy Practices, the Annual Economic Statement, financial statements, brochures, application forms, and breach-notification letters. We are remediating these PDFs on a rolling basis, but some older files may not yet be fully accessible to screen readers, may have untagged tables, or may be image-only scans. Wherever possible, the same content is also published as a fully-accessible HTML page on this website (for example, the HTML version of the HIPAA Notice of Privacy Practices is the operative notice — the PDF download is provided only for offline reading and printing). If a PDF you need is not accessible, request an alternative format using the channel below and we will work with you to find a format that meets your needs.
This website is designed to be compatible with current versions of major browsers (Chrome, Edge, Firefox, Safari) and screen readers (JAWS, NVDA, VoiceOver), on both desktop and mobile devices. We honor operating-system-level accessibility settings including reduced motion (`prefers-reduced-motion`), high contrast, and increased text size up to 200% without loss of content.
